Fantastic to have this – and great that it is finally there. It is not the first ever post apartheid urban policy produced – though it is the first to be approved by Cabinet. Several earlier efforts hit the wall – not least because they were opposed by a strong rural lobby.

I recall the late Minister Stella Sigcau making the point about about a previous urban policy attempt that she could not understand why we should encourage the development of cities as they were “places of sin”.
